One technique is how to make sky blue with curves and the other with HSL secondary in lumetri color effect. The latter gives more control over the adjustment but the first method is just 2 clicks! As long as you don't blow the highlights (best to shoot in Log profile if possible) you can fairly easily bring out the color of the sky in Premiere Pro. If you shoot outside on a sunny day you can often end up with very bright sky almost white ans washed out so in this video I explain how to make sky blue in vlog or other types of videos shot outside.
